An 18-year-old man with special needs was shot dead by a policeman in Valenzuela City on Sunday

An 18-year-old boy with special needs was shot dead by a bullet that allegedly came from a firearm of a police officer following a supposed scuffle in Valenzuela City, Mayor Rex Gatchalian says Monday.

Gatchalian says in DZBB the incident wasn’t an accident. But it was not clear who initiated the scuffle. He said police alleged it was the victim involved in the scuffle. But the victim’s mother denied it, saying his son was afraid of the police so he couldn’t go near them.

Details on the incident are not yet clear. Gatchalian said the investigation is still ongoing but the officer involved is already in restrictive custody.

Mayor Rex Gatchalian holds a press briefing regarding the death of an 18-year-old boy with special needs who was shot dead in a gun scuffle with police.

On the shooting of 18 y/o PWD, Valenzuela City Mayor Rex Gatchalian says an eyewitness saw a police officer shooting the victim after the crowd on the cockfighting site learned of the raid in the area.

An eyewitness also said the victim, who was only buying an ice candy, was then dragged into the cockfighting site. That’s the reason there was a “pool of blood” in the area. The victim was also shirtless when found, proving he was dragged.

But the police maintained there was really a scuffle between the victim (an 18-year-old with autism) and the police, Gatchalian said.
