An unarmed black man dies in New York state after he was hooded by police and held face down to the road for two minutes, body camera footage shows.
Daniel Prude, 41, was suffering from mental health issues when police restrained him in March.
He died in hospital a week later. His story has only now been made public by his family, who held a news conference.
Mr Prude’s dies took place two months before the dies of George Floyd sparked global outrage.
Footage of the incident was released on Wednesday, sparking days of protests.
Mayor Lovely Warren announced a series of changes to policing in “the coming weeks, months and years”.
Seven police officers have been suspended over the incident. On Saturday, New York Attorney General Letitia James announced a grand jury would be formed to investigate the 41-year-old’s death.
Mr Prude’s death came two months before that of George Floyd, whose killing while in police custody sparked global outrage and demonstrations against police brutality and racism.
Though she did not provide specifics, Ms Warren said the crisis intervention team and its budget would move from the police department to the youth and recreation services department.
Mr Prude had a mental health problem, and Ms. Warren addressed that aspect.
“We have a man who needs help, who needs compassion. At that time, we have the opportunity to protect him,” the mayor said at a news conference on Sunday.
“We must have the fact that at the moment, we are not doing that.”
Both Ms. Warren and police chief La’Ron Singletary, who was also present at Sunday’s news conference, vowed to keep watch and change police, despite calling the couple back.
“I am committed to doing what is needed … And I know the chief is committed to doing what is needed, to better serve the people and our community,” said the mayor.
Police say about 1,000 protesters marched through Rochester on Sunday night. No one was caught.
